Employee representation means the protection of employees’ rights and interests and their representation in relations with other parties to the social partnership, in institutions that resolve labor disputes and in social partnership institutions, as well as the establishment and modification of their rights and obligations or other forms of participation in determining employees’ labor, social, and economic rights and obligations in accordance with the procedures established by labor law.
The employees of the Panevėžys Cultural Center are represented by the Works Council.

The Panevėžys Cultural Center’s Works Council (elected for the 2023–2026 term):

- Nijolė Kubiliūnienė – Secretary of the Works Council (cultural activities specialist)
- Elvyra Vilkienė – Member of the Works Council (set designer)
